East Bay Drive, Ulmerton Road, and US 19
East Bay Drive, which is SR 686, meets Alternate US 19 at Missouri Avenue and Seminole Boulevard in Largo. West Bay Drive is the same intersection's west leg. FDOT project 451096-1, described on the District 7 project page linked below, is a design project to shorten pedestrian crossings and upgrade pedestrian signals and ADA features there. Construction timing on that page can change. The page describes the work. It is not a crash total, and this page does not add one.
Ulmerton Road, which is SR 688, runs east-west across the Largo area and meets the US 19 freeway east of central Largo. US 19 is the north-south freeway. Walsingham Road is a southern east-west road toward Seminole. Those names are geography. No crash-rate study is cited for them here.
Largo Police often investigate crashes inside the city. The Pinellas County Sheriff or the Florida Highway Patrol may have the report on a county or state road. A pedestrian crash at the East Bay Drive intersection is still described on the form as a location, not as a finding of fault.
Pinellas courts, none of them in Largo
Largo has a city hall. It does not have a circuit courthouse. The Sixth Judicial Circuit's Clearwater Courthouse is at 315 Court Street, Clearwater, FL 33756. The Pinellas County Justice Center is at 14250 49th Street North, Clearwater, FL 33762. The St. Petersburg Judicial Building is at 545 1st Avenue North, St. Petersburg, FL 33701. Check jud6.org for the division. CrashAid is not at those buildings.
A crash on US 19 at the east edge of Largo can be close to the Clearwater or Pinellas Park line. Name the cross street, such as Ulmerton Road or East Bay Drive, instead of guessing the city limit.

Morton Plant Hospital in Clearwater is nearby for additional Pinellas emergency care.
Florida rules that apply after a Largo crash
House Bill 837 (HB 837), signed in 2023, changed two rules that matter after a Florida car crash. This is general information for people hurt in Largo who want to pursue the compensation they deserve.
Florida Statute § 768.81 now uses modified comparative fault in negligence cases. A person found more than 50 percent at fault for their own harm may not recover damages from the other party. The statute says that bar does not apply to medical-negligence cases under chapter 766.
For negligence claims that accrued after March 24, 2023, Florida Statute § 95.11 generally allows two years to file a lawsuit. Crashes before that date may still fall under the older four-year period. Acting early preserves evidence and options.
Florida is a no-fault state. Personal Injury Protection (PIP) is meant to pay initial medical bills regardless of who caused the crash. Under § 627.736, you generally must receive initial medical care from a qualifying provider within 14 days of the crash, or the insurer can deny PIP medical benefits. Whether the $10,000 benefit or a $2,500 cap applies can depend on an emergency-medical-condition finding. Passenger-car PIP rules do not automatically apply to motorcycles.
After a crash in Largo
Write the road names on both legs of the intersection if you were at East Bay Drive and Missouri Avenue. If you were on Ulmerton Road, say whether you were east or west of US 19. That is enough for a referral request. You do not need the report number to start.
What to do after the crash
- Move out of traffic if you can, and call 911 when anyone is hurt or the cars cannot be moved safely.
- Photograph the vehicles, the signal or sign, and the road if it is safe to do so.
- Exchange names, phone numbers, insurance, and plate numbers. Write down witness names if someone stops.
- Get medical care promptly. The 14-day PIP window is short.
- Ask the investigating agency for the crash report. You can still request a referral before the report is ready.
- Be careful about a recorded statement to the other driver's insurer. You can ask for a referral first.
- Call (941) 770-2727 or use the form on this page. CrashAid is a free attorney referral service — English and Spanish.

Questions
Is there a Largo courthouse for a lawsuit?
Not a circuit courthouse. Pinellas circuit matters use 315 Court Street or 14250 49th Street North in Clearwater, or 545 1st Avenue North in St. Petersburg. Confirm the building on jud6.org.
What is the East Bay Drive and Missouri Avenue project?
FDOT's project page for 451096-1 says the design will shorten pedestrian crossings and upgrade signals and ADA features where Alternate US 19 meets SR 686 in Largo. It does not publish a crash count for this page to repeat.
The crash was on US 19 east of Largo. Which city do I name?
Name US 19 and the cross street, such as Ulmerton Road or East Bay Drive, and say Largo if that is the city you were closest to. The form does not require a perfect city limit.
I was walking at that intersection. Can I still request a referral?
Yes. A person hit while walking can ask for a Florida referral. CrashAid helps you connect with a participating attorney. The 14-day medical rule can still matter for PIP. The pedestrian article is linked below.
